At the end of December 2017, I was appointed by the company to participate in the 2017 quality improvement training course for production enterprise leaders in Anhui Province for 2 days. The training location is Anhui Quality Inspection Center of Hefei City. The training is divided into four parts. The first part: a special report on the main responsibility of the product quality enterprise, the second part: a special report on the product quality law, and the third part: a special report on the practice of product quality supervision and random inspection. Part 4: Special report on post-processing work after product quality supervision. The meeting lasted for 2 days and I share some experience as follows.
In the first part, the enterprise fully implements the main responsibility for product quality and safety. Recently, the Party Central Committee and the State Council have paid more and more attention to product quality and safety work. The effective implementation of legal responsibilities and social responsibilities for product quality and safety has become an urgent requirement of the whole society and consumers. With the development of the economy, the problem of low product quality has become a prominent problem that restricts my country’s economic and social development. By implementing the main responsibility for product quality and safety, companies insist on quality and efficiency, brand reputation, independent innovation and resource conservation. The development path is an inevitable requirement for transforming the economic development mode.
The second part of the Product Quality Law of the People’s Republic of China strengthens management and supervision of quality through legislation. The degree of emphasis can be imagined. I will not list a total of 74 articles here. Colleagues who are interested in learning can ask I borrow it. All of our company's products have a national quality inspection report issued by Ma'anshan Inspection Center. When they leave the factory, they have a certificate of product name, manufacturer name, factory address and specifications marked in Chinese (exports are marked in English).
The third part is the product quality supervision and spot check work. The state sets up special funds from the financial department at the same level to allocate funds for the supervision and spot check at the same level, and organizes planned random sampling and inspection of products produced and sold in the territory of the People’s Republic of China in accordance with the law. The activities of publication and handling, supervision and random inspection shall comply with the principles of science and fairness. The General Administration of Quality Supervision, Inspection and Quarantine uniformly plans and manages the national supervision and random inspection work; is responsible for organizing the implementation of the national supervision and random inspection work; summarizes, analyzes and reports the national supervision and random inspection information. The quality inspection departments at all levels are responsible for the supervision and random inspections in the region and submit the supervision and random inspection information to the superior quality inspection department. The random inspection personnel must be no less than 2 persons; there must be a supervision and random inspection notice, copies of relevant documents or valid IDs. If you have any objections to the test results, you can submit a written re-inspection application to the department that organizes the supervision and random inspection or its superior quality inspection department within 15 days from the date of receipt of the test results.
The fourth part is the post-processing work of product quality supervision. The post-supervision and spot-check post-processing measures mainly include announcements, notifications, rectification review, administrative punishment, transfer, etc. The post-processing work of the province's product quality supervision and random inspection is in accordance with the principle of "unified requirements, implemented at different levels, and each responsible". Quality and technical supervision departments at all levels shall establish post-processing files for supervision and random inspection of production enterprises of unqualified products. A fault accountability system shall be implemented for handling after supervision and random inspection. The manufacturer of the product that fails the supervision and spot check shall complete the rectification work within 30 days from the date of receiving the notice of ordering rectification, and submit a rectification report to the quality and technical supervision department responsible for post-processing, and submit an application for review.
Huihong also attaches great importance to product quality and has a complete quality control system. As the first person responsible for product quality, the quality director supervises all aspects of the process. From the purchasing department's strict sampling inspection of raw materials after entering the factory, to real-time monitoring of the front and back of the furnace during the production process, to the refinement of the process in the heat treatment workshop, and the final product warehouse will also sample each batch of products before entering the warehouse. It can be put into storage only after passing the inspection.
On the basis of continuing to set up the after-sales service department, the sales company established a customer service center in 2018, which has a complete pre-sale, in-sale and after-sales service system.
At the 2018 New Year's Day conference, the company put forward the resounding business slogan of "Quality Brand Promotion Year", and on the same day, the company established a quality work leadership group. Chairman Song Aiwen personally took charge of the quality team leader. In 2018, the company will have higher requirements and stricter control in terms of quality. At the same time, I also believe that Huihong Company will achieve greater success in quality work in the new year!
The above is the main training content and some of my little experience. In the general environment of the change from China's quantity to China's quality, our company is constantly improving the quality and safety system, and the high requirements of the market continue to promote our company's quality improvement. Efforts to take the quality and efficiency, brand reputation, independent innovation and resource-saving development path is our company's next goal. To start the "Huihong card" in China and in the world, I and my colleagues will cheer, work hard, and walk together!
